Kathy Masters, P.E., PMP, Vice President, Innovative Delivery. She is responsible to strategically drive the firm’s growth in several delivery methods to include design-build and public private partnerships (P3). She is presently assigned to the Georgia Department of Transportation (GDOT) Major Mobility Improvement Program (MMIP). Ms. Masters has more than thirty-four years of experience serving in leadership roles on both horizontal and vertical projects. She brings in depth expertise in program and holistic quality management, contract negotiations, and effective communications on complex capital expenditure initiatives. Prior to joining Luster National, Inc., Ms. Masters worked for the City of Atlanta as the Director of Project Development on the multi-billion-dollar Hartsfield-Jackson Atlanta International Airport Expansion Program. She oversaw all landside/airside/cargo capital projects. She holds a BSCE from the University of North Carolina State University. She is a Georgia-licensed civil engineer (P.E.) and is a Project Management Professional (PMP). Certified OSHA 30.
