Project & Construction Management

Construction Management

During design, Luster develops the process for managing the construction phase of the project. The Construction Management phase coordinates the activities of the design teams. The centerpiece is a cost loaded, baseline Critical Path Method (CPM) schedule.

From the baseline, implementation strategies are developed to optimize financial performance, activity coordination, resource level, predict market conditions, and mitigate project risks. Control procedures, standards and best practices are integrated into construction documents, and coordinated at the program level to avoid repetitive learning curves.

Project Planning

Luster approaches project planning with attention to process and detail, in addition to overall scope and vision. Key steps in the project planning process may include:

  1. Development of a project management plan, master schedule, budget and cost models

  2. Development of systems and procedures

  3. Meeting facilitation

  4. Plan and specification review

  5. Monitoring and compliance

Sustainability Solutions

Luster National, Inc. is focused on planning and creating the various delivery methods that support net zero energy, water collection, wastewater, storm water, and municipal waste solutions for government and private entities. Net zero energy is defined as producing as much energy on site as is consumed over the course of one continuous year. Our team of highly skilled professionals can assist in the development of contract language, developer outreach, and local community support that aligns with client intent. We are mission focused and will strive to achieve the stated intent in a cost effective and timely manner.

Our services include holistic program management services, integration of local, state and federal assets, workforce and small business planning, the development of power purchase agreements, assessment of renewable energy credits (RECs), energy acquisition strategies, creation of community based partnerships, and the structuring of privately financed real estate and energy transactions.

We typically accomplish this in a three phase process:

  1. Optimize the existing facilities in their use of sustainable energy solutions

  2. Introduce recycle methods, and redefine the business process of managing existing energy, water and waste. This requires a cultural shift in how most entities do business.

  3. Assess and apply renewable energy, water and waste approaches that result in a net zero solution. Security measures are applied to minimize disruption of services.
