SAN FRANCISCO INTERNATIONAL AIRPORT (SFO)

Role: Luster National, Inc. (Luster) led a fully integrated team with the City that provided program services as an extension of airport staff for the $2.4 Billion Master Plan program. Specific duties included cost management, schedule management, program reporting, program document control, value engineering, field verification of contractors’ progress and performance, contract compliance and administration, M/WBE compliance monitoring, and partnering facilitation.
The Master Plan comprised 72 interrelated projects designed to prepare the airport for future travel demands. Major projects included:
1.3 million square-foot international terminal complex with new boarding areas
Renovating of the existing international terminal and boarding area
New cargo and maintenance facilities
New 9-level public parking structure
New rail transit system (AirTrain)
New roadways, including inbound/outbound ramps and elevated circulation roads

SAN FRANCISCO INTERNATIONAL AIRPORT - AIRTRAIN PROJECT
San Francisco, California
Role: Luster National, Inc. (Luster) was the prime Construction Manager in a joint venture for the $450 Million AirTrain Project. Our services involved construction bidding; management and coordination of contractors’ activities; inspection of work for compliance with contract documents and codes; development and monitoring of construction schedules; management of cost and contractor payments; monitoring and reporting of progress; mitigation of construction conflicts; and providing of closeout services. Luster National, Inc. also conducted constructability and value engineering reviews. Other Luster services included:

The AirTrain Project was developed to replace the airport passenger shuttle system. The AirTrain serves the airport’s terminal complex and remote locations to the north of the terminals. Construction of fixed facilities included station platform structures, equipment rooms, safety walkways, and a 25,000 square-foot maintenance facility. In addition, three platform passenger stations were built (one each at the south, central, and north terminals), and pedestrian bridges connecting stations to terminals were constructed:

THE PORT AUTHORITY OF NEW YORK / NEW JERSEY John F. Kennedy International Airport – JFK INTERNATIONAL REDEVELOPMENT PLAN

Role: Luster National, Inc. (Luster) is a subconsultant and provides comprehensive program budget and schedule management services. Responsibilities include the design of program work breakdown structure, program level schedules, and the integration of individual project schedules into the master program schedules after each has been analyzed for accuracy and adherence to governance policies and regulations. Luster personnel are also involved in the review of preliminary cost estimates submitted by independent program stakeholders. Luster personnel bring extensive experience in alternative delivery methods to include P3 and DB and possess expertise in risk mitigation measures that permeate into all components of delivered services.
JFK Airport serves as the international gateway to the State of New York and to the nation, welcoming more international passengers to the United States than any other airport in the nation. The 2017 JFK Vision Plan guides and coordinates the redevelopment in order to modernize and revitalize the facility into a 21st century airport in a manner that maximizes job creation and economic opportunities for the New York metropolitan region. The $16-Billion program reconfigures terminals, redesigns roadways, increases airfield capacity, revitalizes a more efficient cargo operation, and improves transportation airport access.
HARTSFIELD-JACKSON ATLANTA INTERNATIONAL AIRPORT - HARTSFIELD-JACKSON CONSTRUCTION MANAGEMENT (HJCM)

Role: Luster National, Inc., (Luster) in a joint venture, operating under the team name of Hartsfield-Jackson Construction Management (HJCM), was Construction Manager and Resident Engineer for a number of projects that were part of a 17-year, $6.8 Billion-plus capital improvements program at the Hartsfield-Jackson Atlanta International Airport. The program included various land and airside facilities. Since 2001, Luster Construction Management Services have supported the completion of numerous major projects at the airport.
All projects were completed while the airport remained in full operation. Luster staff members also provided Construction Management services for the celebrated Maynard H. Jackson Jr. International Terminal (MHJIT) project.
In response to FAA estimates of increased international passengers exceeding 13 million by 2015, the Hartsfield-Jackson Capital Improvement Program began construction on the Maynard H. Jackson, Jr. International Terminal in 2008. MHJIT features:
1.2 million sq. ft. terminal and concourse complex
12 new (wide-body-capable international) gates, convertible to 16 narrow-body-capable gates.
Connection of the Automated People Mover (APM) System to the existing 28-gate International Concourse E.
New apron connecting to existing taxiways.
In-line baggage screening system.
8 security checkpoint lanes for international departing passengers and 5 recheck lanes for domestic connecting passengers.
1,100 short-term parking spaces in close proximity to the terminal.

HARTSFIELD-JACKSON ATLANTA INTERNATIONAL AIRPORT - 5TH PARALLEL RUNWAY
Atlanta, Georgia
Role: Luster National, Inc.’s (Luster) construction management services included resident engineering; cost and schedule monitoring; inspection; safety observation; contracts management; and change order control.
The 5th Parallel Runway (10R-28L), located 4,200 feet south of Runway 9R-27L, has a full-length parallel taxiway and dual north/south taxiways to connect to the existing airfield. The runway is equipped to accommodate Category II (CAT II) Instrument Landing System (ILS) operations with the capability to accommodate Category III (CAT III) in the future. Luster’s construction management services included resident engineering; cost and schedule monitoring; inspection; safety observation; contracts management; and change order control. Construction Cost: $1.2 Billion. Economic Impact: Created over 2,000 construction jobs. Construction Hours: Involved more than 3.5 million work hours. Award: Best Transportation Construction Project in the Southeastern United States, 2006.

HARTSFIELD-JACKSON ATLANTA INTERNATIONAL AIRPORT - AIRFIELD CONSTRUCTION PROJECTS - I-285 BRIDGE (Structures)
Atlanta, Georgia
Role: Luster National, Inc. (Luster) was Construction Manager for the design and construction of a $509 Million, 1,200-foot-long by 700-foot-wide bridge over I-285 to accommodate the 9,000-foot-long 5th-Parallel-Runway. The bridge is situated 70-feet above 10 lanes of eastbound and westbound traffic; approximately 140,000 vehicles pass through this area daily. The construction of this bridge presented a number of challenges. Luster coordinated bridge design considerations between the Federal Aviation Administration (FAA) and Georgia Department of Transportation (GDOT). Luster successfully managed the major safety considerations for the public and construction workers during the erecting of concrete beams over live traffic.

NEWARK-LIBERTY INTERNATIONAL AIRPORT PORT AUTHORITY OF NEW YORK / NEW JERSEY (PANY/NJ) AIRTRAIN

Role: Luster National, Inc.’s (Luster) current role is to provide risk management and scheduling services as a part of the program management team. The Luster National, Inc.-led risk workshops are conducted for the management team to:

The Port Authority of New York and New Jersey (PANYNJ) is undertaking a $2.05 billion project to replace the outdated AirTrain. Newark Liberty International Airport (EWR) is a key international gateway to New Jersey, the region, and the nation. The AirTrain provides travelers access to the Northeast Corridor Rail Link Station and assists customers and employees with transferring between air terminals, parking lots, and rental car facilities. The vital link averages 33,000 passengers per day or approximately twelve million passengers per year. Plans call for construction to begin in the first quarter of 2022. Once completed, the new AirTrain Newark will be a 2.5-mile elevated guideway train system. It will replace the existing, but outmoded AirTrain monorail system, which opened in 1996. Although it was extended in 2001, the current system remains undersized and vulnerable to frequent breakdowns or delays causing congestion and unreliability for its ridership. Along with the new AirTrain system, the project calls for a nearly 56,000-sq-ft maintenance and control facility, an 13,000-sq-ft expansion to the Rail Link station, pedestrian connectors, and demolition of the existing monorail. Operation of the new guideway system is scheduled to start in 2026.
LOS ANGELES INTERNATIONAL AIRPORT (LAX) - LOS ANGELES WORLD AIRPORT REALIGNMENT PROJECT

Role: Luster National, Inc., (Luster) was part of a JV team and provided senior cost estimators and other professional services consultants to prepare preconstruction estimates. The intent was to ensure numbers for bid packages aligned with current regional expenditure trends.
Overall Project and Services Performed: Los Angeles World Airport’s (LAWA) Board of Airport Commissioners (BOAC) approved a lease and license agreement for Delta to relocate to Los Angeles International Airport (LAX) Terminals 2 and 3 on the north side of the airport from Terminals 5 and 6. Delta is planning improvements valued at up to $2.3 billion over the next seven years that would modernize and connect LAX Terminals 2 and 3 to the Tom Bradley International Terminal (TBIT). The overall vision is known as Delta Sky Way at LAX. It is the second-largest private infrastructure project ever undertaken in the L.A. basin.
A total of 21 airlines are affected by the realignment, which began in January 2017 when American Airlines swapped four gates in Terminal 6 for four gates held by Delta in Terminal 5.
Upon completion of the modernization program, Delta will operate 23 gates at LAX alongside many of its airline partners, including Aeromexico, Virgin Atlantic and WestJet. As another part of the program, Delta is planning a secure connection to TBIT which would enable seamless access to additional partners, including Air France-KLM, Alitalia, China Eastern, China Southern and Korean Air. The completed facility will also offer convenient passenger flows, improved gate-area seating, and a world-class concession program featuring local chefs and restaurants in partnership with Westfield Corporation.
A joint venture between Satterfield & Pontikes (Houston) and STV (New York) is managing the program, and Luster National, Inc. was part of the team to provide senior cost estimators and other professional services consultants as needed.
