Luster Management & Delivery.
Luster is focused on delivering high-quality projects on time and on budget. As such, we employ a highly skilled staff of subject-matter experts with the skill sets and experience necessary to control cost, timeline, quality, and mitigation of client risk. As the Program/Project Manager, Luster vigilantly directs and supervises work as the project proceeds through the planning, design, and construction stages. Luster works closely with our clients, regulatory agencies, and other third-party stakeholders to track and direct various types of work based on a Program Management Plan (PMP) developed prior to commencement of the work. As the Construction Manager, Luster helps guide projects through the construction phase to ensure our clients receive the highest quality service and the best value. Our approach is often to function as the owner’s representative, providing both the organizational and technical capabilities vital to achieving project goals. Providing Construction Engineering and Inspection (CEI) Services is an integral part of our Construction Management core. With superior technical expertise, Luster’s size and scalability provides the agility and ability to respond quickly to our client’s needs. ENVIRONMENTAL SERVICES OVERVIEW
NEPA PLANNING AND DOCUMENTATION
Our consultants help expedite NEPA planning and project approval with expert analysis and detailed documentation throughout the life cycle of your project.
NEPA Consulting: Categorical Exclusion Determinations, Environmental Assessments and Findings of No Significant Impacts, Environmental Impact Statements, NEPA re-evaluations.
Natural Resources Consulting: Wetland/Streams Delineations; Jurisdiction Water of the U.S./State determinations; Wetland/Stream Impact Assessment and Mitigation Plans; Endangered Species Act Consultation; and Environmental Compliance.
Physical Environment Consulting: Phase I/II; Site assessments for Underground Storage Tanks (UST) and Hazardous Waste (HW) site investigation; Property conditions assessments.
Social Environment Consulting: Public Involvement, Public Meeting Facilitation, Environmental Justice Planning.
PHASE I & II Environmental Site Assessments (ESA’s)
Phase I ESAs are described as general characterizations of environmentally sensitive activities and conditions that are identifiable through practically reviewable information and visual, non-invasive observations for the purpose of identifying RECs. The Standard provides the following definition for a REC:
Recognized Environmental Condition (REC)
(1) the presence of hazardous substances or petroleum products in, on, or at the subject property due to a release to the environment;
(2) the likely presence of hazardous substances or petroleum products in, on, or at the subject property due to a release or likely release to the environment; or
(3) the presence of hazardous substances or petroleum products in, on, or at the subject property under conditions that pose a material threat of future release to the environment.

• GDOT Policy: 5525-1: Environmental Site Assessment Procedure.
• Identify Recognized Environmental Conditions (RECs) associated with the Subject Property.
• Constitutes “all appropriate inquiry” into the previous ownership and uses of the Subject Property.
• Meets Comprehensive Environmental Response Compensation and Liability Act (CERCLA) requirements.
• Final report includes findings, opinions, conclusions, and recommendations are based on site conditions, observations, interviews, and a review of readily available information, as they existed at the time of our review.
• GDOT Phase II ESA : Investigation of a parcel or property to evaluate the presence of hazardous materials and petroleum products at or within the subsurface.
PROJECT PERMITTING AND AGENCY COORDINATION ASSISTANCE
From federal to local jurisdiction, our consultants identify precisely which permits are required, andexpertly prepare the submittals for efficient approval by the regulatory agencies.
Rivers and Harbors Act Consulting: Section 9 U.S. Coast Guard permits; Section 10 & Section 408 USACE permits.
Clean Water Act Consulting: Section 404 USACE permits, nationwide permits, regional permits, and individual permits;Section 401 Water Quality Certification, Section 402 (NPDES) and Stream Buffer Variance Permits.
Others: Coastal Zone Management Coordination, FEMA “no-rise” certifications.
CONSTRUCTION PROGRAM/PROJECT ENVIRONMENTAL COMPLIANCE
Our consultants understand the challenges of project execution, we develop processes and metrics which mitigate risks for successful program and project delivery.
Program Oversight: Key performance indicator development and tracking, Environmental Commitments and Compliance inspections and reporting.
Contract Submittal Review: Erosion and Sediment Pollution Control Plans; Compliance action plans, Control of Odors and Dust Plan, Construction staging, Construction phasing, Hazardous Materials Management Plans, Comprehensive Environmental Protection Plans, Environmental Training Plans, Special design for box culverts, MS4 Post-Construction Stormwater Reports, and demolition plans.
Project Delivery: Contract Administration, Construction mitigation and project closeout support.
ENVIRONMENTAL SERVICES PROJECTS
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) MAJOR MOBILITY INVESTMENT PROGRAM (MMIP) | P3 & DESIGN BUILD PMC CONTRACT | Statewide, GA
Luster’s team is involved with all MMIP projects from the Pre-Let phase to Post Let delivery. Areas of engagement includes; Environmental Compliance & Consulting, Procurement, Right of Way, Utilities, Design Build Bridges, Quality Management, Professional Development, Project Controls, Document Control, Scheduling, Cost Estimating and Pre-/Post-Let Management.
Luster has a long and successful relationship with GDOT, HNTB and the Major Mobility Program providing many critical and trusted areas of leadership, management and technical expertise. Our program management staff are co-located both with the PMC and GDOT. We are engaged in both the GDOT Atlanta general office, PMC main office and regional field offices. As a partner to HNTB, Luster serves as a direct extension of GDOT staff.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) GEC for I-16/I-95 Interchange Atlanta, GA | Environmental Compliance
Luster serves as a partner to the Michael Baker International team as the General Engineering Consultant (GEC) for design and construction services overseeing the $350 Million I-16/I-95 Interchange Reconstruction in Savannah. Luster is providing environmental compliance, field engineering and inspection and traffic control services.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) GEC for I-285/I-20 West Interchange Atlanta, GA | Environmental Compliance
Luster serves as a partner to the WSP GEC team for design and construction services overseeing this $685 million project. This project includes reconstructing the heavily congested I-285/I-20 West Interchange to improve traffic flow and safety. Luster is providing environmental compliance and DBE compliance management.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) / Henry County Mill Road Widening McDonough, GA | Environmental Consulting Services
Henry County and the Georgia Department of Transportation requested Engineering Design Services for Mill Road from Peachtree Peddler’s to State Route 81. Luster National is providing Phase I Environmental Site Assessment (ESA) services as part of the Design Services contract for 2.14 miles of road improvements. This includes creating detailed plans for road widening, pedestrian facilities, shared-use paths, and intersection improvements. The primary goals are to enhance traffic flow, improve safety, and provide better facilities for pedestrians and cyclists. This project includes design of a roundabout and multi-use paths. Luster is a subconsultant to Gannet Fleming Transystems on this project.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) / Douglas County Lee Rd Extension, Douglasville, GA | Environmental Consulting Services
The Lee Road Extension project is 1.7-mile in length from Bomar Road to SR 92 and includes the construction of roadway on a new location, reconstruction of a roundabout, and widening of existing roadway to accommodate additional two travel lanes, shoulders, curb and gutter, a raised median, a sidewalk, and share-use path. Luster National is providing Phase I Environmental Site Assessment (ESA) services. Our prime consultant partner performing design on this project is Pond, a national engineering, planning, and construction consulting firm.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) / Newton County Brown Bridge Road, Covington, GA | Environmental Consulting Services
The Brown Bridge Road widening project is approximately 2.5 miles in length from SR 162/Salem Road to Jack Neely Road and includes widening to accommodate one additional travel lane, shoulders, and a sidewalk. Luster National is providing Phase I Environmental Site Assessment (ESA) services. Our prime consultant partner performing conceptual design on this project is Atlas, a large national engineering, testing, and environmental consulting company.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) – CE&I Services
Luster has and continues to perform duties for five On-call Indefinite Delivery Indefinite Quantity (IDIQ) Construction, Engineering & Inspection (CE&I) contracts for GDOT Districts 2, 3, 4, 5, & 6 and the CE&I Statewide Broadband Public Initiative Projects contract. Luster was responsible for the onsite inspection of contractor work for compliance with program plans and specifications. The Luster team provides contract administration, construction inspection, and materials sampling and testing to ensure projects are constructed in accordance with GDOT and Federal Highway Administration (FHWA) requirements.
