In 2017, Luster National, Inc. (Luster) deployed staff to field locations within the states of Texas, Georgia, Florida, and the Commonwealth of Puerto Rico in response to hurricane damage. As a subconsultant to AECOM Recovery, Luster’s team of engineers, architects, cost estimators, project managers, and communications specialists focused on assessing damage, estimating costs, preparing funding requests, and generally assisting teams in the development and deployment of reconstruction activities to restore public buildings to viable use.
Since October 2004, Luster has successfully supported the Emergency Response Program Management Consultants (ERPMC) Team in Florida, Indiana, Iowa, Louisiana, Mississippi, New York, and Texas.

UNITED STATES ARMY CORPS OF ENGINEERS (USACE) | TRAINING AND SUPPORT
USACE Districts Nationwide
Role: Luster National, Inc.’s (Luster) extensive experience with United States Army Corps of Engineers (USACE) spans more than twenty-one years. During this time, Luster has developed a long and well-appreciated relationship with multiple USACE organizations across the United States, and overseas. Our contracts have included professional services pertaining to scheduling support dating back to PROMIS, and subsequently, P2. Luster has successfully provided P2, Scheduling, Project Management, and Project Control support to USACE Districts throughout the United States, including San Francisco (SPN), Sacramento (SPK), Los Angeles (SPL), Albuquerque (SPA), Galveston (SWG), Kansas City (NWK), New Orleans (MVN), St. Louis (MVS), Rock Island (MVR), Vicksburg (MVK), and Transatlantic Program Center/Iraq (TAC). Dedicated Subject Matter Experts (SMEs) were utilized for each individual project for the above USACE districts. Other support services during these periods included the development and implementation of PMBP manuals and Planning Documents; the conduct of Comprehensive Operational Assessments, with reports of findings and recommendations; the development of PMBP compliant PgMPs and PMPs, and Project Controls assistance. Luster provided training and workshops, covering a myriad of support services pertaining to scheduling in General, P2, and Project Management Business Process (PMBP), plus issues such as the Resident Management System (RMS). Throughout the execution of these contracts, Luster earned the reputation as a highly valued, quality service provider, with a solutions-oriented focus. We have worked closely with USACE personnel throughout the life of past contracts recognizing critical issues of concern, designing workable solutions to solve or mitigate those concerns and challenges, and implemented unique solutions in a timely manner. Our personnel include senior project managers, schedulers, quality assurance managers, and other management subject matter experts. Luster project managers are knowledgeable in the Project Management Institute’s (PMI) processes and procedures. Additionally, our management experts provide unique expertise with respect to USACE Project Management Business Processes (PMBP), Quality Management Systems (QMS), and other USACE business and management doctrine. Our staff has experience in developing Program Management Plans (PgMPs) and Project Management Plans (PMPs) that are both PMI and USACE PMBP compliant. Our schedulers and quality assurance managers have extensive scheduling and Primavera experience. Additionally, Luster has provided training for USACE Project Managers and staff in under- standing scheduling in general, and the USACE automated information system (P2) in particular, as well as in developing and implementing these essential business processes.

Role: Luster National, Inc. (Luster) provided professional staff augmentation on the construction phase CM services as part of the Jacobs team for U.S. Department of Veterans Affairs (VA) SFVAMC construction and renovations to campus buildings. Initial task orders may include construction management services for a behavioral and mental health services facility, and Building 40, a Level 3 vivarium laboratory and research facility. The lab/vivarium included experienced inspectors for Electrical, Mechanical, Plumbing and Fire Protection with experience in renovations and systems upgrades, etc., to the Level 3 labs and vivarium building. Piping may include high pressure steam and hospital gas systems.
EARTHQUAKE REPAIRS & RECONSTRUCTION RECOVERY PROGRAM
NAVFAC SOUTHWEST – NAVAL AIR WEAPONS STATION (NAWS)
China Lake, California
Role: Luster National is part of the Parsons team providing professional staff augmenting the Navy’s OICC and NAVFAC SW military and civilian personnel by providing Programming and Project Management Services initially for the first six (6) projects preparing to start construction. Luster’s CMS efforts currently includes mobilization and site logistics, reviews of pre-final/final design packages, constructability reviews, RFIs and submittals, design and construction meetings, and providing subsequent recommendations to the military and civilian leadership for their review and resolution. The work on the various projects will continue through their construction phase completion.
Naval Air Weapons Station (NAWS) China Lake is a large military installation located in Kern, San Bernardino, and Inyo Counties in Southern California. Due to the 2019 Ridgecrest magnitude 6.4 and 7.1 earthquake sequence, or mainshocks, NAWS China Lake was evacuated of all non-essential personnel and declared “not mission capable until further notice”. China Lake is the U.S. Navy's largest single landholding, representing 85% of the Navy's land for weapons and armaments research, development, acquisition, testing and evaluation (RDAT&E) use, and 38% of the Navy's land holdings worldwide. In August 2019 NAVFAC SW held an industry forum to advertise the upcoming reconstruction efforts. The NAWS China Lake earthquake repair & recovery program has a target of $2.9 Billion planned to “design, repair, replace, upgrade, and construct new facilities, utilities, and roadways,” using existing MACC contracts on 19 to 20 separate, primarily D-B base projects. The design and acquisition timelines were Q4 FY20 to Q1 FY21 with initial projects breaking ground in late Q1 FY21 with estimated project completion in FY24. Estimated value of projects ranges from $24 Million to $515 Million.
PROGRAM MANAGEMENT
MILCON PROGRAM, FT. BLISS, TX
USACE – FT. WORTH DISTRICT
Role: Luster National, Inc. provided construction management services for the installation of modular barracks at Ft. Bliss to accommodate the large influx of army personnel. Modification support, office engineering, preparation of reports, documentation, and engineering management services were performed during this project.
Released by the Pentagon in 2005, Base Realignment and Closure Program (BRAC) recommendations included plans to transform Fort Bliss into a heavy armor training post. The BRAC panel recommended realignment of the base to include 11,500 new troops stationed in Germany, Fort Sill and Fort Hood by 2012, a projected 300% increase in population.
PROGRAM MANAGEMENT
IDIQ CONTRACT (RECONSTRUCTION SUPPORT)
USACE – TRANSATLANTIC PROGRAMS CENTER (TAC), IRAQ
Role: Luster National, Inc. (Luster) performed as a sub to a JV (that included Stanley, Hill International, and Baker) provided construction management support to the Project and Contracting Office and the U.S. Army Corps of Engineers – Transatlantic Programs Center (TAC). Following the invasion of Iraq, USACE was tasked to manage much of the significant reconstruction efforts there. Luster as a teaming partner under a contract issued by the Transatlantic Programs Center, provided contract support for this endeavor. Initially retained to provide scheduling services utilizing the PROMIS system, it was determined by USACE command, that maintaining the Resident Management System (RMS) system was more critical to the mission. Luster demonstrated its flexibility by rapidly transitioning our schedulers from a PROMIS role to that of RMS subject matter experts. For the next 2 years, we maintained all construction projects in the RMS system.

SANTA ANA RIVER MAINSTEM PROJECT
USACE – LOS ANGELES DISTRICT
Role: Luster National, Inc. (Luster) provided budget reports and schedule services to USACE – Los Angeles and the County Flood Control District on the Santa Ana River Mainstem Project. Luster managed the daily task of updating resource information for SARM. To date, we have updated more than 5,000 pieces of resource data and 2,000 activities in the project plan. Our personnel also created new work breakdown structure elements and analyzed potential project delays. Luster personnel were also involved in budget and schedule forecasting, stakeholder coordination activities, training, and program implementation. Our personnel also conducted Earned Value Analysis in support of USACE’s activities. Luster used Earned Value Analysis to identify construction issues before they can impact work on the Project.
The Santa Ana River Mainstem Project (SARM) is an 11-year, $2 Billion project. It involved increasing the capacity of the Santa Ana River to control flooding in the Southern California communities of Orange, Riverside, and San Bernardino. The project involved raising the embankment of the Prado Dam, which is the only existing dam on the river by 28 feet. The project also involved construction of a new 550-foot high, earth and rockfill dam (see image at right). USACE also widened and deepened the channel between Prado Dam and the Pacific Ocean in Orange County. In addition, USACE widened and deepened three major flood channels, the Oak Street Drain in Riverside County, and the San Timoteo and Mill Creek Levees in San Bernardino County.
MILCON – MILITARY & CIVIL CONSTRUCTION PROGRAMS
RICHMOND HARBOR NAVIGATION IMPROVEMENT
USACE - SAN FRANCISCO DISTRICT
Role: Luster National, Inc. (Luster) served as the on-site Construction Manager. At the peak of the project, the firm had 11 personnel assigned. Luster'‘s responsibilities included office engineering duties, Quality Assurance Inspections, schedule analysis, change order reviews, and closeout services. Luster used Earned Value Analysis (EVA) to manage the contractor’s progress. Luster’s field personnel inspected the dredging and disposal operations. Our six QA inspectors worked on a continuous 24/7 basis. They verified geographic coordinate data (GIS data) using the global positioning system (GPS), and validated quantities of sediment dredged and transported from the Harbor. Luster also certified scows and barges prior to transport of sediment to the ocean disposal area. Work on the Richmond Harbor Project was performed under a Consent Order issued by the California Environmental Protection Agency and the City of Richmond. Luster used USACE processes and policies for document control, report preparation and submission, safety implementation, and project coordination between USACE, City of Richmond, U.S. Environmental Protection Agency, and other stakeholders in the project.
The Richmond Harbor Deepening project was a $26 Million Construction Management project that involved the dredging of two million cubic meters of sediment from Richmond Harbor channels and berths to a depth of 38 feet. The project was designed to encourage new cargo ships to use the channel and for existing tenants along the banks of the river to continue operating there. Ninety percent of the dredged material was disposed of in an ocean zone 50 miles west of the Golden Gate Bridge. The remainder was reused to construct the Point Potrero Marine Terminal and pavement inside the Port of Richmond.
NASA - AMES RESEARCH CENTER
MOFFETT FIELD, CA
Role: Luster National, Inc. (Luster) developed, implemented and maintained the construction budget and overall program schedule for the NASA/AMES Research Center Wind Tunnel Aeroacoustics Modification Program. The tunnel is over 1,400-feet long and 180-feet high. Luster reviewed and approved contractor schedules and pay requests, and prepared specialized schedules and time-impact analyses. Luster staff prepared an as-built Critical Path Method (CPM) schedule for a major claim avoidance effort. The Ames Research Wind Tunnel is a subsonic tunnel, which can test planes with wingspans up to 100-feet.
Today Luster staff provide electrical engineering inspection supervision on a variety of projects at the Center. Luster personnel are responsible for the following activities specific to the electrical engineering portions of projects: Write scope of work, work orders, and project descriptions to correct issues; Coordinate with design engineers to ensure accurate and constructible designs are submitted and approved; Luster staff also provides Quality Management services in support of the NASA Project Managers; Answer requests for information; Evaluate and approve contractor submittals; Coordinate and approve facility outage requests; Manage daily operations of mission critical power plant to ensure continuous support; and Provide and lead troubleshooting and technical evaluations in operational procedures and equipment failures to include root cause failure analysis.
For over twenty years, Luster National, Inc. (Luster) has intermittingly supported the Ames Research Center (Center) with construction management services. The initial work was on the Wind Tunnel Aeroacoustics Modification Program.
NASA - JOHNSON SPACE CONTROL CENTER MODERNIZATION PROGRAM
HOUSTON, TX
Role: Luster National, Inc. (Luster) handled various Construction Management responsibilities for NASA/Johnson Space Center/FMOD, which includes, but is not limited to, construction milestone tracking; maintenance and repair concerns; management of design engineers, contractors, utility plant workers, and other staff, ensuring overall optimum operation of facility. Other Luster duties involve ongoing management and support of power plants; evaluation and resolution of problematic operational procedures and equipment failure scenarios; condition reporting and corrective action plans; and direct notification of personnel issues to NASA Management. Luster has managed hundreds of projects throughout the facility from small one room upgrades to full retrofitting of a structure.
Some of the previous projects successfully completed include: Building 15 office build-outs of various suites, totaling approximately 90,000 square feet; the Sonny Carter/Neutral Buoyancy Lab, Chillers 4 & 5 Replacement; Buildings 419 & 420 Air Handler Unit and Chiller Replacement; Building 8 – Film Vault A/C System; as well as multiple projects at Ellington Field which are associated with Hangar & Administrative Offices which assist Astronaut Training and flights, and the planes in E-990 Hangar area which houses the Zero Gravity Training Flights and High Elevation Lab planes; Conference room revamps, Restroom Revamps, Office & Suite Revamps, HVAC installations, Roofs, Building Demolition, Roads & Grounds, including repaving Parking lots.
Luster personnel were responsible for the following activities: Ensuring construction worker safety is a number one priority and in compliance with all OSHA and JSC standards; Identify and track facility construction, maintenance, and repair issues; Write scope of work, work orders, and project descriptions to correct issues; Coordinate with design engineers to ensure accurate and constructible designs are submitted and approved; Luster staff also provides Quality Management services in support of NASA’s Project Managers. We assist in developing performance period, evaluating projects to establish liquidation damages, and participate in coordination of pre-construction activities, attending conferences and providing for contractor orientation, identification of laydown areas with material delivery/badge access. Manage on site construction contractors compliance with contract requirements, construction drawings, and construction specifications; Answer requests for information; Evaluate and approve contractor submittals; Review contractor schedule; Coordinate and approve facility outage requests; Manage daily operations of mission critical power plant to ensure continuous support; Provide and lead troubleshooting and technical evaluations in operational procedures and equipment failures to include root cause failure analysis; and Provide continuous reporting of conditions, corrective action plans, and personnel issues to NASA Management.
We also coordinated with the Facility Managers information of construction, facility activation, and warranty phases.
Luster staff monitored and had the responsibility to verify the proper quality of work being performed in accordance with the plans and specifications.

Luster National, Inc. (Luster), in 2021 was awarded, by the federal General Services Administration a GSA Multiple Award Schedule (MAS) Contract Number: 47QRAA21D0044. The small business contract took effect 31 March 2021 and runs through 30 March 2026. The GSA Schedule will aid in Luster’s efforts to build on its long history of supporting federal agencies across the United States. Since the early nineties Luster has provided professional services to federal clients, to include, the US Army Corps of Engineers (USACE, NASA, the Department of Homeland Security (DHS), GSA, the U.S. Navy, Federal Transit Administration (FTA), and the Maryland Procurement Office (MPO).
