As the Program/Project Manager, Luster vigilantly directs and supervises work as the project proceeds through the planning, design, and construction stages. Luster works closely with our clients, regulatory agencies, and other third-party stakeholders to track and direct various types of work based on a Program Management Plan (PMP) developed prior to commencement of the work. As the Construction Manager, Luster helps guide projects through the construction phase to ensure our clients receive the highest quality service and the best value. Our approach is often to function as the owner’s representative, providing both the organizational and technical capabilities vital to achieving project goals. Providing Construction Engineering and Inspection (CEI) Services is an integral part of our Construction Management core. GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) – DISTRICTS 2, 3, 4, 5, and 6 CE&I
Role: Luster National, Inc. (Luster) has and continues to perform duties for five On-call Indefinite Delivery Indefinite Quantity (IDIQ) Construction, Engineering & Inspection (CE&I) contracts for GDOT Districts 2, 3, 4, 5, and 6. As CI for numerous projects, Luster was responsible for the onsite inspection of contractor work for compliance with program plans and specifications.
The Luster team provides contract administration, construction inspection, and materials sampling and testing to ensure projects are constructed in accordance with GDOT and Federal Highway Administration (FHWA) requirements. Projects include roadway widenings, resurfacing, new construction, bridge replacements, bridge rehabilitation, traffic signals, intelligent transportation systems, safety operational improvements, and concrete pavement. Luster performed all contracted work and did not subcontract any services or support.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) - DISTRICT 2, CE&I
District 2 serves the 27 counties in the East Central region of Georgia and includes the Milledgeville, Dublin, Louisville, Augusta, and Madison Areas, each Area supporting five to six counties. Luster has been on this contract from 2021 to 2024, winning the recompete once. The current contract runs through 2027. Luster currently has five (5) and has had eight (8) employees on this contract at various times.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) - DISTRICT 3, CE&I
District 3 serves the 31 counties in the West Central region of Georgia and includes the Thomaston, Columbus, Perry, Macon, and Lagrange Areas, each Area supporting five to seven counties. Luster has been on this contract since 2020 winning the recompete once, and the current contract runs through December 2025. Luster currently has 12 and has had 14 employees on this contract at various times.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) - DISTRICT 4, CE&I
District 4 serves the 31 counties in the Southwest region of Georgia and includes the Valdosta, Douglas, Donalsonville, Moultrie, and Albany Areas, each Area supporting five to eight counties. Luster has been on this contract since 2019. The current contract runs through 2027. Luster has two (2) employees working on this contract.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) - DISTRICT 5, CE&I
District 5 serves the 26 counties in the Southeast region of Georgia and includes the Baxley, Waycross, Brunswick, Statesboro, and Savannah Areas, each supporting three to seven counties. Luster has held this contract since 2019, winning recompete two times. The current contract will finish in later 2024 or early 2025. The following contract which has already been won by the incumbent Luster team, will go through 2027. Luster has currently has two (2) and has had four (4) employees working on these contracts at various times.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) - DISTRICT 6, CE&I
Majority of Rural Northwest Georgia
District 6 serves the 17 counties in the Northwest region of Georgia and includes the Cartersville, Dalton, Buchanan, and Rome areas, each supporting four to five counties. Luster has been on this contract since 2017, winning a recompete in 2023. The current contract runs through 2028.
Role: Luster performed duties for Construction, Engineering & Inspection (CE&I) for GDOT District 6 under consecutive single task orders from 2017 through 2020. During each single task order, Luster performed duties on numerous projects across District 6, which included the majority of rural northwest Georgia. As CI for numerous projects, Luster was responsible for the onsite inspection of contractor work for compliance with program plans and specifications.
In addition, Luster inspectors were responsible for properly documenting all contractor work and materials. During 2020, Luster had already performed Inspection Support Services for over fifteen completed projects valued at over $25 Million located in twelve rural counties. The construction work included arterial widening, passing lanes, resurfacing, drainage improvements, safety improvements and bridge replacements. Luster performed all contracted work and did not subcontract any services or support.
METRO ATLANTA RAPID TRANSIT AUTHORITY (MARTA) – CENTRALIZED PROGRAM MANAGEMENT ORGANIZATION (CPMO) CONSULTANT SUPPLEMENTAL SERVICES
The MARTA Centralized Program Management Organization (CPMO) is responsible for managing and overseeing MARTA’s capital projects, including the significant More MARTA expansion project. The CPMO ensures that project management processes are standardized, quality assurance is maintained, and resources are effectively planned and monitored.
Luster’s current role at MARTA is to serve as staff extension imbedded within MARTA’s cooperate offices to support the implementation of MARTA’s Disadvantaged Enterprise Program. The Federal Disadvantage Business Enterprise program is a United States Department of Transportation initiative regulated by the Federal Transportation Authority (FTA) with governance out lined in the Federal Code of Regulations, Part 26. More specifically, Luster staff is responsible for monitoring construction and construction related projects to ensure disadvantaged businesses are performing commercially useful functions on designated Capital Improvement Projects, tracking payment data in real time to ensure contractors are meeting MATRA’s expressed DBE project goals and reporting the results to the Assistant General Manager for Diversity & Inclusion, mediating and resolving payment and scope discrepancies between prime and subcontractors, and overall ensuring that, from a compliance perspective, MARTA program is meeting all of the Disadvantage Business Requirements as outlined in the Code of Federal Regulations, Part 26.
Luster also provides utility coordination. This is accomplished by developing and maintaining positive client relationships by planning, directing, monitoring, and controlling the work of team members. Further responsibilities include preparation of utility agreement assembly packages, reviewing plans and estimates for compliance, and training new utility coordinators. Additionally, Luster develops utility schedules and maintains strong networks in the GDOT and local government utilities and transportation market.
Luster is a subconsultant on this contract. Luster was brought onto the team in September of 2022, due to end in October 2024; however, in June of 2024, the contract was extended through October of 2029. Luster has not subcontracted any part of the work. Luster currently has three (3) FTEs on this contract.
Strategic Consulting Services Gap Analysis: Inside of this contract, from December 2022 to March 2023, Luster was enlisted to conduct a gap analysis to review, analyze, and present viable courses of action to improve invoice and payment process, from the initial statement of work through procurement and contracting, invoice and payment, to project financial closeout. This included interviews, document review, informational sessions, and review and synthesis. Luster had five (5) employees that worked on the Gap Analysis.

MAJOR MOBILITY INVESTMENT PROGRAM (MMIP)

Role: Luster National Inc’s (Luster) team is involved with all MMIP projects from the Pre-Let phase to Post Let delivery. Areas of engagement include, but are not limited to; Procurement, Right of Way, Utilities, Design Build Bridges, Quality Management, Professional Development, DBE Pro-gram, Document Control, Scheduling, Project Controls, Pre-/Post-Let Management.
Luster provides program management consulting services to HNTB which is working as the Program Management Consultant (PMC) for the Georgia Department of Transportation’s (GDOT) $13 Billion Major Mobility Investment Program (MMIP). The eleven MMIP projects include three major interchange projects, four major express lanes projects, three major interstate widening projects and one commercial vehicle lane project. Luster has a long and successful relationship with GDOT, HNTB and the Major Mobility Program providing many critical and trusted areas of leadership, management and, technical expertise.
Our program management staff is co-located both with the PMC and GDOT. We are engaged in both the GDOT Atlanta general office, PMC main office and regional field offices. Luster serves as a direct extension of GDOT staff performing tasks including the following: Procurement, Right-of-Way, Utilities, Design Build Bridges, Quality Management, Professional Development, DBE Program, Document Control, Scheduling, Project Controls, Pre-/Post-Let Management.
Our efforts began with the program’s early phases and have included engagement at every level including external stakeholder engagement with our General Engineering Consultant (GEC) partners and full engagement with the leadership of GDOT. The work being done by Luster National team members directly impacts the critical success goals of the Georgia Department of Transportation and the delivery of the MMIP Program.
Value Add to GDOT: The work being done by Luster National supports all phases of the MMIP program delivery. Through leadership, management and technical support Luster is fully en-gaged with the success outcomes of the overall program.
As GDOT staff extension, with engagement at all program and project levels, we utilize all appropriate GDOT manuals, processes and guidance including, but not limited to; Strategic Program Plan, GDOT Design-Build Manual, GDOT Procurement Processes, GDOT Right-of-Way (ROW) Manual, GDOT Construction Manual.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) - I-16/I-95 Interchange GEC
Atlanta, Georgia
Role: In 2018, Luster won a large General Engineering Contract, the GDOT I-16/I-95 GEC contract as a subconsultant to Michael Baker.
GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) - TIA (Transportation Investment Act)
Central Savannah, Heart of Georgia, and River Valley, Georgia
Role: Luster’s team coordinates and manages work, provides construction management, and assists in engineering for cities and counties on various projects, ranging from roadway resurfacing and bridge replacement, to new location and major reconstruction and widening projects.
Luster is the marquee subconsultant to AECOM as the team overseeing the Georgia Department of Transportation’s statewide transportation program funded by the Transportation Investment Act (TIA) Referendum in July 2012. The referendum passed in the regions of Central Savannah, Heart of Georgia and River Valley. The forty-six counties and their respective cities are expected to self-generate approximately $1.5 Billion in revenue to fund delivery of the 871 projects in TIA dedicated to local transportation improvements.
The Luster team collaborates with local and state agencies to ensure timely delivery of TIA projects, with a structure that focuses on high-level project management, intergovernmental coordination, transparency, and successful program delivery.

TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) - GEC PROGRAM MANAGEMENT SERVICES
Statewide - Texas
Role: Luster National Inc’s was a subconsultant to HNTB Corporation and a part of the program management team as a General Engineering Consultant (GEC) to support TxDOT’s Strategic Projects Division (SPD) in the planning, development and implementation of projects developed under Public Private Partnership Agreements, Design-Build Agreements and other innovative delivery methods. TxDOT’s SPD oversees significant regional projects with large capital outlays, numerous project partners and stakeholders, complex phasing and staging, and implementation over several years. These are typically the largest and most complex transportation projects underway in Texas.
Projects assigned to our GEC team include the SH 288 Toll Lanes Project and the SH 99 Grand Parkway Segments H&I Project. The $815 Million SH 288 Toll Lanes Project includes the design, construction, financing, operation, and maintenance of 10.3 miles of managed toll lanes under a P3 comprehensive development agreement; the project also includes the reconstruction of the I-610/SH 288 interchange. The $1.2 Billion Grand Parkway Project, a 3rd outer loop around the greater Houston area, consists of 43 miles of new controlled access toll highway being constructed under a Design-Build agreement. Luster’s services include construction quality management and verification, contracts administration, submittal review and claims management. We also conduct compliance audits of the contractor’s project management plan and adherence to contract requirements.
CALTRANS I-680/I-580 HIGHWAY INTERCHANGE
Alameda County, California
Role: Luster provided resident engineering, civil & structural inspection, and office engineering as prime consultant for the replacement of the southbound I-680 to eastbound I-580 loop, with a direct southbound to eastbound connector ramp.
Luster worked with an integrated project/construction management team consisting of Caltrans, Alameda County Transportation Authority, and consultant staff. Luster also worked with impacted businesses to minimize inconvenience.
This interchange modification provided a freeway-to-freeway connection from southbound I-680 to eastbound I-580. The ramp connecting westbound I-580 to northbound I-680 was improved as well. The I-580/I-680 Interchange is at the crossroads of two of Alameda County’s most significant commute arteries, funneling traffic from the north, south, east, and west. It was estimated at the time that more than 275,000 vehicles traveled the I-580/I-680 Interchange daily.
Early work included major excavation, earthwork associated with ramp construction, and roadwork. In addition, the freeway was restriped to allow room for excavation. Forty-five miles of piles were driven in accordance with city noise policies and numerous detours had to be provided to accommodate work on the busy freeway. Unique project characteristics include:

RICHMOND PARKWAY PROJECT
Contra Costa County - Richmond, California
Role: Luster provided utility coordination to ensure that any potential conflicts associated with new, existing, or relocated utilities were resolved before construction. Luster surveyed, identified, and coordinated utility work with over 20 separate agencies, including city and state agencies, Southern Pacific Railroad, AT&T, Chevron USA, utility companies, Pacific Bell, Union Oil Co., GTE Mobilnet and Bay Cable Vision. Luster also provided review and management of workplace health and safety issues on the project, as well as designed, implemented, and monitored an innovative on-the-job training program that afforded Richmond’s women and minority residents the opportunity to receive training in various construction management sub-disciplines.
Richmond Parkway Project comprised a 7.3-mile, four-lane arterial connecting I-80 to I-580 in western Contra Costa County.
