UNITED STATES NAVY, NAVAL FACILITIES ENGINEERING COMMAND (NAVFAC)
NAVAL AIR WEAPONS STATION (NAWS)
China Lake, California

Role: Luster National, Inc. (Luster) is part of the Parsons team providing professional staff augmenting the Navy’s OICC and NAVFAC SW military and civilian personnel by providing Programming and Project Management Services initially for the first six (6) projects preparing to start construction. Luster’s CMS efforts currently includes mobilization and site logistics, reviews of pre-final/final design packages, constructability reviews, RFIs and submittals, design, and construction meetings, and providing subsequent recommendations to the military and civilian leadership for their review and resolution. As each of the 20 projects start construction, full construction management services will commence with Luster providing primarily CM and CET staff augmentation for the project duration.
Naval Air Weapons Station (NAWS) China Lake is a large military installation located in Kern, San Bernardino, and Inyo Counties in Southern California. The 2019 California Ridgecrest earthquakes – commonly referred to as the 2019 Ridgecrest earthquake sequence – occurred on July 4th and July 5th. They included two initial large shocks of magnitudes 6.4 and 5.4, followed by the 7.1 mainshock and as many as 1,400 aftershocks: mainly within the NAWS China Lake area. Overall damage to all the surrounding areas was initially estimated in excess of $5.3 Billion. Following the mainshock, NAWS China Lake evacuated all non-essential personnel and declared the base as “not mission capable until further notice” in a statement published on the base’s Facebook page on July 6th.

China Lake is the U.S. Navy's largest single landholding, representing 85% of the Navy's land for weapons and armaments research, development, acquisition, testing and evaluation (RDAT&E) use and 38% of the Navy's land holdings worldwide. In total, its two ranges and main site cover more than 1,100,000 acres (4,500 km2), an area larger than the state of Rhode Island. As of 2010, at least 95% of that land has been left undeveloped. The roughly $3 billion infrastructure of the installation consists of 2,132 buildings and facilities, 329 miles (529 km) of paved roads, and 1,801 miles (2,898 km) of unpaved roads.

Naval Facilities Engineering Command (NAVFAC) Southwest held an industry forum, Aug. 1, 2019, in San Diego, to discuss upcoming construction requirements for the earthquake recovery, repair, and reconstruction effort of Naval Air Weapons Station, China Lake, California.

"I want to return combat capability to China Lake as fast as I can," the NAVFAC SW commanding officer was quoted as saying. He and the panel presented a sense of scale of the construction needed and asked for help from the contractors to plan how they would achieve that goal and deal with the problem of labor and cost factors for the re-construction efforts.

The NAWS China Lake earthquake repair & recovery program has a target of $2.9 Billion planned to “design, repair, replace, upgrade, and construct new facilities, utilities, and roadways” using existing MACC contracts on 20 separate, primarily D-B base projects. The design and acquisition timelines were Q4 FY20 to Q1 FY21 with initial projects breaking ground in late Q1 FY21 with estimated project completion in FY24. Estimated value of projects ranges from $24 Million to $515 Million.

PRESTIGIOUS WORLDWIDE TECH CLIENT
Mountain View, California

Role: Luster National, Inc. (Luster) performed as a direct consultant to a prestigious tech client in Mountain View CA, providing program management and delivery services for a 605,000- square-foot, mixed-use facility that is scheduled to open in the 4th quarter of 2020. This iconic structure houses offices, retail, food & beverage and public spaces. The program team sought to achieve a LEED® Platinum rating from the U.S. Green Building Counsel Council.

  • Provides direction and oversight for the PM, CM and Controls Staff.

HIGH TECH PRIVATE SECTOR CLIENT HQ
Cupertino, California
Role: Luster National, Inc.’s (Luster) role, as a subconsultant to general contractor Rudolph & Sletten, was to provide Quality Assurance for the build-out of interior systems, assemblies and finishes. Ron Brown and Greg Miller provided leadership of the Luster team on this massive project as we neared its scheduled substantial completion date of 1st Quarter, 2018. Luster’s onsite personnel were focused on punch-list items to ensure all installations were in alignment with owner-approved QA documents.

Luster’s team developed and administered the Quality Assurance Plan which executed mock-up and first-in-place review of every component, both hidden and seen, and documented findings for client review and acceptance that served as metrics to ensure delivery of consistent appearance throughout this 2.8- million square-foot project. The primary project component, a 4-story "ring" of one-mile circumference, houses 320 office “Pods”, arranged in nine “Sectors”. Each “Pod” offers a customizable layout to suit program requirements for executive offices, conference facilities, general office, and research & development functions. Nine "entries" separate the “Sectors”. Each “Entry” provides conference rooms, break areas and toilet rooms.

Exit stairways were glazed and designed to facilitate staff interaction as they circulate through the building. Finishes were kept to a simple palette of exquisite surfaces – including precast, stone, terrazzo, glass & glazing systems, doors and hardware, wood-veneer paneling, custom lighting, work surfaces, and stainless-steel fittings – that underwent rigorous evaluation.

The 12,000 employees are served by amenities including a 4-story, 4,000-seat cafeteria (that can be opened to the exterior) and a 100,000- square-foot fitness center. The “park-like” setting incorporates two miles of walking/running paths, an orchard, a meadow, nearly 9,000 trees, and a large pond.

Building systems are thoroughly integrated into the building's interior design and architecture. The building "breathes" and requires minimal heating or cooling. Additionally, rooftop solar panels provide the majority of the project's electrical requirements. All of these elements were carefully planned, designed, and monitored (audited) throughout the construct period to ensure compliance with the client’s program and expectations.

DATA CENTER FACILITY MAINTENANCE/MANAGEMENT

Role: Luster National, Inc. (Luster) is responsible for the management of design and construction of building-related projects (e.g., infrastructure upgrades and/or building additions) for a Worldwide Telecommunications Firm’s telephone offices and data centers. Luster works under the general direction and in support of the Corporate Real Estate Design and Construction Department. Luster interacts with all project team members (e.g., contractors, consultants, and the Worldwide Telecommunications Firm’s team members). Luster manages multiple projects of varying size and complexity as required by workload.

Luster has provided construction management services to the Worldwide Telecommunications Firm since 2007, but more recently; Luster has four (4) full-time employees onsite supporting their project management efforts in a variety of disciplines, most specifically in environmental services (Petroleum Storage Tank Program Management). They provide the following support activities for environmental projects; design review; cost estimating; project management; procurement support; cost/price analysis; budget and schedule development; technical analysis; and post-construction services. Other specific tasks include the following:

LAWRENCE LIVERMORE NATIONAL LABORATORY
NATIONAL IGNITION FACILITY
Livermore, California

Role: Luster National, Inc. (Luster) provided construction management services to the Lawrence Livermore National Laboratory (LLNL) through a Master Task Agreement. LLNL is a premier applied science laboratory that is part of the National Nuclear Security Administration (NNSA) within the Department of Energy (DOE).

Luster field engineers provided direct support to LLNL project engineers and quality control managers. Their role was to perform inspections, provide quality assurance, and observe placement of 10 tons of reinforcing steel, 6,000-cubic yards of concrete, and the erection of over 50,000-tons of structural steel as part of the LLNL seismic retrofit program.

The National Ignition Facility (NIF) is a representative exampleof a facility worked on through task orders issued under the Master Task Agreement. The NIF serves as a cornerstone for the United States’ Nuclear Weapons Stockpile Stewardship Program.

CITY AND COUNTY OF SAN FRANCISCO
SAN FRANCISCO CIVIC CENTER COURTHOUSE
San Francisco, California

Role: Luster National, Inc. (Luster) served as prime construction manager for the construction of the City and County of San Francisco’s $73.5 Million, 233,000-square foot courthouse. Luster provided full construction management services throughout the pre-construction and construction phases, including all on-site inspections. This high-tech state-of-the-art building houses San Francisco’s Superior and Municipal courts. Luster provided project coordination, quality assurance, change order management, contractor scheduling and monitoring, cost control, and disputes resolution. Luster’s project procedures manual became the road map for implementing all unrelated construction tasks. The project had tight budget and schedule constraints that Luster helped to maintain.

KAISER PERMANENTE
TOWNPARK COMPREHENSIVE CARE CENTER • SCHEDULING AND COST CONTROL SERVICES
Kennesaw, Georgia

Role: Luster National, Inc. (Luster) assigned a Senior Scheduler/Planner to review, evaluate, analyze, and optimize the construction schedule for the successful completion of the Town Park Comprehensive Care Center. Luster evaluated the General Contractor’s (GC) 3-week look-ahead schedule from one week to the next to identify where they were falling behind. We ensured that the 3-week look-ahead and OPS schedules reflect a separate set of codes for “system component”. Specific tasks included:

  • Determine critical areas of work first, as reflected in the schedule;

  • Determine the project’s critical path, as shown in GC’s schedule versus what it should be;

  • Identify major change modifications the client believes could have impacted the project work

  • Direct the GC to create fragnet activities to incorporate into the current OPS to provide a more realistic schedule that represents actual conditions and yields more accurate forecasted dates for the remaining work.

PROJECT MANAGEMENT / CONSTRUCTION MANAGEMENT SERVICES (1995-2008)
Northern California

Luster provided scheduling, cost estimating, and quality control inspections. We reviewed subcontractor submittals, monitored trade contractors, and supervised the change order process at three Kaiser Permanente facilities in Northern California. Luster provided construction management services for the following projects under Kaiser Permanente:

  • Construction of the $27 Million Sacramento Medical Center, which included the build out of a five‐story building and renovation of the ER and radiology facilities.

  • Construction of the Santa Teresa Medical Center in San Jose, which involved the build out of a 106,000-sq.ft. three‐story medical office building.

  • Construction of a $22 Million medical facility in Redwood City that included a four-story medical office building and an eight‐level parking structure.

NASA/AMES RESEARCH CENTER, WIND TUNNEL
AEROACOUSTIC MODIFICATION PROGRAM
Mountain View, California

Role: Luster National, Inc. (Luster) developed, implemented, and maintained the construction budget and overall program schedule for the NASA/AMES Research Center Wind Tunnel Aeroacoustic Modification Program. The tunnel is over 1,400-feet long and 180-feet high. Luster reviewed and approved contractor schedules and pay requests, and prepared specialized schedules and time-impact analyses. Luster staff prepared an as-built Critical Path Method (CPM) schedule for a major claims avoidance effort. The Ames Research Wind Tunnel is a subsonic tunnel, which can test planes with wingspans up to 100 feet.

SAN FRANCISCO REDEVELOPMENT AGENCY / LENNAR COMMUNITIES
HUNTERS POINT NAVAL SHIPYARD REDEVELOPMENT
San Francisco, California

Role: Luster National, Inc. (Luster) served as prime Construction Manager for Lennar Communities, who had an Exclusive Negotiation Agreement (ENA) with the San Francisco Redevelopment Agency (SFRA) to redevelop Hunters Point Naval Shipyard. The 550-acre shipyard redevelopment included mixed-use commercial, residential, industrial and open space. On this former military installation, Luster staff coordinated the demolition and grading of 60 acres, which will contain 600 residential units, parks and open space. This complex management process required close coordination with local public works agencies and shipyard tenants. Additional responsibilities included oversight and coordination of the utilities infrastructure project.

Role: Luster National, Inc. (Luster) provided disaster claims consulting and advisory services, which included consulting on FEMA and other Federal grant agencies programmatic and regulatory requirements related to cost estimation, bid document preparation, and construction/budget oversight.
