Our Services
Strategic Consulting
Luster is frequently approached by clients or teaming partners to conduct gap analyses or maturity assessments on various aspects of programs or projects. A gap analysis aims to evaluate a program's structure, operations, and external stakeholder perceptions. Our analyses cover operational assessments, regional workforce studies, organizational evaluations, contract compliance assessments, and community stakeholder studies.
Our primary objectives are to:
Identify areas for incremental and transformational improvements within programs
Develop recommendations tailored to strengthen program/project operations and enhance cooperation or advocacy with external stakeholders
Ensure alignment of program intent and supporting goals with the most optimal path forward
-
Luster employs a five-step strategic consulting process:
Secure client intent
Data collection
Personnel interviews
Data analysis to align findings with client intent
Preparation and submission of a written report with suggested courses of action
Luster maintains a team of consultants ready to assist.
Program Management
Luster possesses a deep understanding of designing and implementing program management plans.
-
We collaborate with clients to develop comprehensive program management plans encompassing all functional areas, adhering to a holistic ISO-based program quality management plan. Our plans include individual project management plans aligned with the overarching program management plan. Key components of our plans include organizational structure, utilization of key performance indicators (KPIs), onboarding procedures, detailed job descriptions, continuous training, document management systems, and periodic audit.
Quality Management
Luster's approach to quality management is holistic and collaborative, focusing on implementing a systematic process and risk-based approach aligned with ISO 9001:2015 standards. Our Cloud-Based Quality Management System (QMS) emphasizes the ISO "Plan-Do-Check-Act" (PDCA) cycle, with a focus on quality audits to ensure proper implementation and reporting of scope, cost, schedule, and cross-functional program/project controls.
-
Additionally, we employ key performance indicators (KPIs) to measure and report monthly on the performance of the program management team, subconsultants, and project management team.
Risk Management
Luster specializes in designing and implementing risk mitigation plans across various program/project delivery methods. Our systematic approach involves reviewing contracts, governance documents, scopes of work, and proposed changes to proactively mitigate potential issues and claims.
-
We prioritize proactive steps to mitigate or eliminate potential claims by providing factual and timely data, alternatives, and responses to contractors.
The earliest possible resolution of issues before they become irreparable problems is not just our goal, it is our mantra!
Project & Construction Management
Luster’s approach to project management is based on the premise that no two projects are alike. We tailor our approach to meet the unique needs of each project. At Luster, we believe in early engagement to positively influence project outcomes and function as an extension of our clients' staff. Moreover, Luster's collaborative approach to construction management focuses on budget, schedule, and digital asset management control. We mitigate scope and budget creep by proactively collaborating with stakeholders.

Community Outreach & Public Engagement
Luster’s approach to Community Outreach and Public Engagement is inclusion - not exclusion. We recognize the importance of measurable goals and outcomes, proactive communication, and equitable participation to facilitate successful program delivery. There must be sincere listening by seemingly disparate entities such as clients, community groups, public agencies, businesses, workforce development, elected officials, and the media to create an environment that will facilitate the development, implementation, and utilization of capital programs for generations to come.
-
Luster has subject matter expertise in community outreach, public relations, and project labor agreement administration. We provide these services from inception and planning to construction through operations. Our services include developing community outreach plans, business impact mitigation plans, construction impact mitigation plans, and facilitating user-friendly public information meetings with merchants, stakeholders, and residents.
Historically marginalized communities are now more than ever, demanding transparency and accountability. Luster has the cultural competencies and awareness that will assist in meeting their needs, elevating accessibility, and making sound decisions that will move programs forward. This awareness includes understanding the linguistic needs, complex histories, injustices, and trepidations from past capital programs that lacked transparency and community participation. Luster understands that a community is an unfolding story that changes every day. To be successful, we have learned that a capital program needs to be patiently, responsibly, and considerately incorporated as a new chapter in a community’s story.
We create multi-lingual project collateral, periodic eNews publications, ongoing content for project websites, and social media outlets, as well as distribute, review, and analyze surveys, all to engender overall enthusiasm and encourage stakeholder participation on projects. The intent of these services is to develop continuous dialogue between clients, public agencies, and community stakeholders all with the aim of aligning goals which minimizes disruption to successful project completion and optimizes opportunities for public involvement.
